Partnerships Senior Advisor - EU

We are looking for an experienced (at least 5 years) and Dynamic professional who can develop and strengthen the NoRC partnership with EU donors and international foundations. This position Provide timely, high-quality analysis and advice on donor trends, EU policy and funding, foundations and corporate partners and act as NoRC’s principal focal point and lead contact for Red Cross EU office, representing the organisation in EU engagement.

The position is based at the Norwegian Red Cross National Office in Oslo and thus requires that you are eligible for obtaining a valid permit for work and residence in Norway.

Arbeidsoppgaver

• Monitor EU policy, funding trends, grant rules and donor procedures; translate implications into practical guidance.
• Analyze and advise on new EU funding instruments (non-humanitarian).
• Plan, track and share annual EU proposal pipelines; support call preparation, submissions and reporting to reflect donor priorities.
• Negotiate and oversee Grant Agreements with EU institutions and other donors.
• Support negotiation of consortium and partnership agreements with EUNS, ensuring regional and partner coherence.
• Advise across the project cycle on donor compliance, results reporting, financial management and audit follow-up (focus on complex cases).
• Coordinate donor-initiated processes (EU certification, audits, management responses, thematic reporting) with internal stakeholders.
• Deliver trainings and capacity-building for national and field staff on EU funding processes, compliance and partnership collaboration.
• Ensure EU-funded results and foundation support are captured in NoRC reporting and communications.
• Coordinate resource mobilisation with NoRC Inntekt, PNS and IFRC for foundations and corporate giving; represent NoRC in relevant meetings and fora.

Kvalifikasjoner

-       University degree in relevant field. Relevant experience can compensate for lack of formal training.     
-       At least 5 years’ relevant work experience, in fields such as humanitarian/development assistance and fundraising, Experience in working with EU related grants
-       Understanding international trends in humanitarian funding and the EU donor landscape.
-       In depth- knowledge and experience in working and engaging with EU donors (particularly DG ECHO), including funding mechanisms, contractual and operational       compliance
-       Documented results in raising funds and strategic partnership development
-       Strong financial reporting and administrative skills

-       Self-driven and structured individuals with strong communication, interpersonal and planning skills.
-       Ability to create and maintain useful networks within and outside the movement
-       Fluency in English. Working level of Norwegian and other languages are an asset. Commitment to the values of the Red Cross and Red Crescent Movement
