The Political, Economic, and Public Diplomacy Specialist at the American Presence Post (APP) in Tromsø is primarily responsible for factual and analytical reporting on developments and trends in northern Norway and the Arctic related to economics, the environment, local politics, scientific research, military and security issues, education, and U.S. commercial interests. The Specialist is expected to have excellent interpersonal skills and be able to work independently to establish a wide range of contacts throughout government and society. The Specialist will provide data and analysis, draft reports, support visiting U.S. delegations to the region, and provide general support to the Principal Officer’s work. The Specialist will also advance U.S. public diplomacy objectives in the Norwegian Arctic by establishing wide contacts, contributing to the Embassy’s social media platforms, identifying International Visitor Leadership Program (IVLP) candidates, designing and implementing public diplomacy programs for the region, and assisting the Principal Officer’s public outreach. The Specialist will also back up the other staff member covering office management responsibilities.

Duties and responsibilities will comprise:

Ad Hoc Research and Reports (25%) - The Political, Economic, and Public Diplomacy Specialist is responsible for researching, tracking, and preparing reports on issues of importance as they arise or are assigned. This should include, but is not limited to, issues surrounding local government, the Arctic Council Secretariat, the Arctic Economic Council, the Sami Parliament, Svalbard, and the University of the Arctic. The incumbent should initiate brief reports on issues which he or she deems are of importance to embassy leadership and should actively cultivate contacts in the political, economic, developmental, environmental, scientific, and technological fields in northern Norway in order to be able to respond quickly to any requirement for information from these fields.

Reporting and Analysis (20%) - The Political, Economic, and Public Diplomacy Specialist is responsible for factual and analytical reporting on regional political, economic, environmental, and cultural developments and trends. This reporting must be organized according to guidelines provided by various agencies in Washington, must be in correct English, and must be supported by appropriate data. They should also forecast policy implications. The incumbent will be expected to provide insightful reporting and analysis on events, trends, and reports from the political, economic, media, cultural, energy, environmental, scientific, and technological fields in northern Norway and the Arctic region, and must be prepared to deliver verbal presentations on these topics when required. The incumbent will be expected to have a good understanding of the Norwegian economic and political system and should have a good understanding of Norway's relations to other Arctic states.

Contacts, Meetings, and Visitors (20%) - The incumbent will assist the Principal Officer in establishing contacts, setting up meetings, arranging events, and facilitating meetings, lunches, or coffees with northern Norwegian officials, think tankers, academics and other contacts. The incumbent will be expected to maintain extensive contacts with influential people in the political, economic, media, cultural, energy, environmental, scientific, and technological fields in northern Norway and to suggest and set up meetings for embassy officials with these contacts. The incumbent will also assist official visitors requesting embassy assistance and prepare outreach trips for the Principal Officer.

Cultural Exchange (20%) - The incumbent will assist the Principal Officer in conducting cultural outreach and identifying and developing opportunities for scientific, educational, and cultural exchange programs. The incumbent will work with high schools, universities, and scientific institutions to increase direct collaboration with U.S. counterparts. They will work with the Principal Officer to develop a sustained program of direct engagement with students across northern Norway through a variety of outreach campaigns, including identifying engagement opportunities, developing presentation materials, and, at times, directly representing the APP in these engagements.

Translation and Other Duties (15%) - The incumbent shares responsibility for translating documents, press articles, public statements, and any other text from Norwegian to English. Translations should be done quickly and should be presented in grammatically correct English. The incumbent may be asked to perform other clerical-type duties, such as writing diplomatic notes, escorting, and otherwise assisting visitors, as well as assisting with providing travel, finance, procurement, facilities, and other services in conjunction with relevant sections at U.S. Embassy Oslo.

REQUIREMENTS

Bachelor's degree in economics, politics, media, or a related field.

Three years’ prior professional experience in economics, politics, media, academics, or a related field.

In-depth and current knowledge of Norwegian and international Arctic policies and relevant political and economic regulations and institutions.

Ability to produce quality research and reporting on economic, financial, science and technology, development, local political, security/defense, education, and Arctic issues. Ability to establish and maintain a wide circle of Norwegian contacts in private and public sectors. Must have excellent interpersonal skills, fluency in English and Norwegian (speaking, reading, writing), and a thorough knowledge of Microsoft Office platforms.
