Who we are
Founded on the belief that a country’s natural resources belong to its citizens, the Extractive Industries Transparency Initiative (EITI) brings together governments, civil society and companies to improve natural resource governance. With over 50 member countries and 60 supporting companies, the EITI promotes transparency, accountability and informed policymaking in the extractive sector.
Behind this ambitious and impactful organisation is a diverse and dynamic team of experts working together to advance the EITI mission. Based in Oslo, Norway, the EITI International Secretariat comprises a collaborative, multinational and multilingual team of around 50 professionals who value growth and development, strong relationships, open dialogue and inclusive leadership.
Who you areAs a senior leader, the Director of Strategy, Communications and Impact will play an important role in shaping the organisation’s strategic direction, strengthening collaboration across teams and supporting the culture of trust, accountability and high performance. The role includes leading multiple workstreams and teams across the Secretariat.
This position brings together strategy development, strategic communications, monitoring, evaluation, learning and impact. Reporting to the Executive Director, the role will work closely with the Board Chair and Senior Management Team to strengthen EITI’s external influence and evidence-based impact narrative.
As a member of the Senior Management Team, the successful applicant will contribute to organisational decision-making, planning, delivery and finance.

Duties and responsibilities
- Coordinate strategy development and provide strategic updates to the Board and Senior Management Team.
- Embed strategic priorities in resourcing, work planning and impact measurement.
- Coordinate updates to the Secretariat’s risk matrix and mitigating actions.
- Provide strategic leadership for EITI communications channels and outputs.
- Oversee implementation of the EITI communications strategy.
- Lead development of high-level speeches, media engagement, crisis communications and statements.
- Ensure quality assurance across blogs, news, newsletters and flagship publications.
- Support effective communication of Board decisions by the Chair and Executive Director.
- Oversee MEL, KPIs, results frameworks and evidence gathering to demonstrate impact.
- Identify opportunities to increase visibility of EITI outcomes, through targeted communication materials.
- Contribute actively to Senior Management Team discussions on strategy, delivery, finance and organisational priorities.
- Management and oversight of Communication and MEL work streams.
Qualifications
- Senior leadership experience in complex international organisations.
- Proven experience in strategy development, communications and MEL.
- Ability to translate strategic priorities into organisational action and delivery.
- Strong judgement in managing competing priorities, complexity and organisational risk.
- Track record of leading communications in an international organisation.
- Strong understanding of media networks and strategic use of social media.
- Experience with engaging senior stakeholders across government, industry, civil society and development partners.
- Ability to represent an organisation in complex multi-stakeholder environments.
- Strong people leadership skills, with a commitment to inclusion, accountability and collaboration.
- First-hand knowledge and senior-level experience of working in low- and middle-income countries in the non-profit sector.
- Strong commitment to the pursuit of transparency, accountability, and good governance in the extractive sector globally.
- A first degree in a relevant social science subject or related discipline. A post-graduate qualification is desirable.
- Fluency in English. Competence in one or more of the official languages of the EITI is desirable.

The Secretariat can offer employment in Norway based on the Norwegian salary structure. Indicative gross salary benchmarking suggests an annual range starting at 1,120,000 NOK. Placement within the senior leadership salary range will be determined in accordance with the organisation’s internal salary policy. The final offer will be determined based on factors including the labour market, role requirements, internal equity, budget, work location, and the successful candidate’s experience and skills.
Our preference is for this role to be based in Oslo, alongside other members of the Senior Management Team. Exceptional candidates may also be considered on a remote-working basis, provided that their location does not prevent them from fully engaging in the day-to-day work of the Secretariat and travelling to Oslo when required by organisational needs. Relocation support may be provided in accordance with the Secretariat’s internal relocation policy.

Guided by the belief that a country’s natural resources belong to its citizens, the EITI has established a global standard to promote the open and accountable management of oil, gas and mineral resources. The EITI Standard requires the disclosure of information along the extractive industry value chain from the point of extraction, to how revenues make their way through the government, and how they benefit the public. By doing so, the EITI seeks to strengthen public and corporate governance, promote understanding of natural resource management, and provide the data to inform reforms for greater transparency and accountability in the extractives sector. In each of the 55 implementing countries, the EITI is supported by a coalition of government, companies, and civil society.
