NRC is seeking a highly motivated and experienced Global Programme Quality Project Manager to drive NRC’s One Response and Programme Quality initiatives. You are a strategic thinker with a passion for humanitarian programme quality, accountability, and strengthening emergency response. You excel at designing user-friendly tools and frameworks, leading organisational change, and facilitating processes that enable staff and partners to enhance the quality, scale, and impact of NRC’s responses.
What you will do: One Response-
Finalize the visual representation of the One Response and consolidate guidance for the One Response Design Process.

Develop training materials, organize Training of Trainers sessions and roll-out one response design process in additional countries.

Enhance guidance on needs analysis and targeting, focusing on secondary data and gap identification, and link barriers analysis to protection risks within the One Response framework.

Clean up and reorganize the Integrated Programming SharePoint to ensure alignment with the updated One Response guidance and tools and create a new platform if relevant.

Collaborate with the ERS to strengthen Emergency Response planning

Adapt the Emergency Response Planning process to align with the One Response framework.

Develop and refine programme quality tools under the Crisis Learning, Early Warning, Anticipation, and Response project

Finalize and enhance the Programme Compliance Framework, including visual representation and key processes.

Collaborate with regional teams to build on initial work and strengthen compliance efforts across regions.

Ensure each Core Competency and thematic area develop clear Minimum Requirements, including relevant indicators and processes.

Oversee the alignment between the Quality Assurance Tool (QAT) and the Programme Quality Framework, supporting a cohesive approach to quality assessment.

Minimum 6 years of relevant leadership/management/adviser experience within the humanitarian field including direct experience in emergency response.

Evidenced experience of programme development, including developing multi-sectoral tools and guidance for programme design, and strong facilitation skills to enable staff and partners to apply these effectively.

Understanding of and experience from leading scoping exercises, organisational change and learning processes -- preferably including global initiatives in a complex international organisation, with demonstrated ability to facilitate collaborative workshops and trainings.

Good understanding of governance and systems within complex international organisations.

High level of understanding of organisational learning, and the role and contribution of M&E to evidencing impact.

Familiar with programme quality standards and trends in the humanitarian community, and a network to draw on to gather further insights.

Ability to work collaboratively with colleagues, in person and remotely.

Credibility to represent NRC at a strategic level, and contribute to global policy developments with senior management, key donors and stakeholders

Familiarity with advocacy and policy work to complement programmatic action.

Head of Programme experience -- or similar - is an asset.

Fluency in English both written and verbal. Knowledge of Spanish, French and Arabic is an asset.

Passionate about delivering high-quality programmes and driving organisational change.

Able to navigate and thrive in complex organisational structures and governance systems.

Skilled at working collaboratively with a diverse range of colleagues, both in person and remotely.

Adept at balancing leadership responsibilities with individual contributions, enjoying a mix of strategic oversight and hands-on development.

Strong ability to develop user-friendly tools, frameworks, and guidance for programme quality improvement.

Excellent communicator with strong oral and written communication skills, capable of engaging stakeholders at all levels.

Flexible and adaptive, able to shift between leading projects and supporting the work of others across different technical areas.

Duty station: Oslo or NRC Representation Offices (London, Brussels, Berlin) or EOR where the candidate’s nationality provides the legal right to work, or national contract under an NRC Country Office.

Contract: 1 year Fixed-Term.

Travel: up to 40%.

Salary/benefits: grade 9 on NRC’s salary resident scale, with accompanying terms and conditions.
